All manufacturers must offer a guarantee on all their products. That includes tyre manufacturers. It's all part of the Sale of Goods Act (and corresponding European legislation). This guarantee runs from the original date of sale to the consumer.
Interestingly, just because the guarantee/warranty expires doesn't mean you're not covered if something goes wrong. That's why extended warranties are, to some extent, a complete rip-off.

Hypothetical Question here -
If someone bought this alloy and used it and something did go wrong with it how would Peugeot know it wasn't the one originally purchased with the car?
