Problem with control on fans.. only control 4 works.. 1 2 an

When I turn on the fans it does not work when the button is on settings 1,2 or 3. The only setting that works is number 4 which is no use as its way to noisy to use all the time and need the lower settings,

can anyone help?

Have been told it may be to do with the resistors or is it just the button?

Will it be expensive to fix?

New resistor block needed I suspect. However, I seem to remember that someone on here dismantled his switch, cleaned up the terminals and cured his. A search of the forum might find it.
