Remove rear seat, side panel (which might mean the seatbelt end nr seat).
Someone on here has just fitted new speakers so they might have an idea ... http://www.peugeot206cc.co.uk/viewtopic.php?f=2&t=15525

I had this panel off earlier today. To work on the window, wait for a good day, drop the roof to make life easier, you will need to remove rear seats and there are 2 panels each side will need to be removed. You will then be faced with the usual white foam covering which you will have to remove to be able to work on the regulator. You don't need to remove the seatbelt.
I'm guessing you tried some silicone spray first? My windows used to be sluggish, but after a liberal spray inside the window seal with a straw which presumably coated the mechanism they are all good and have been for about a year.
