Owners section update

Just to let you all know that I've mode some mods to the owners section. It now looks better & fits into the PHPNuke scheme of things. Also makes updating and adding new owners much easier for Lyndon so I'm sure he'll be keeping on top of new owners

If you see any problems then please let me know ASAP.

changed proxies and thought i'd cured it but still the same
